Bossche Windmolen West: the development for and by inhabitants of ‘s-Hertogenbosch

“Become a co-owner of a windturbine in Den Bosch West. Private individuals, associations and small businesses can participate. Help build a greener city and produce energy from your own windturbine simply and cheaply! ”With that message, the cooperative Bossche Windmolen West started their project on 5 September 2017.

Members of this cooperative can purchase parts of the windturbine. Such parts are called Bossche Windmolen Delen (BWDs). BWDs give a member the right to have its own electricity, generated with the windturbine, to be delivered at that member’s grid connection. Because the project is structured by using a tax arrangement, the so called “postcoderoosregeling”, members which are living (or are established in case of a small business) in a certain postalcode area nearby the windturbine, have the possibility to pay less energy taxes. In order to participate, members must be resident or located in the postal code areas 5211, 5212, 5221, 5222, 5223, 5224 and 5231.

There are 26,000 BWDs for sale for Euro 190 each. A BWD entitles a member to 250 kWh. Every year a member owes the Bossche Windmolen West a maintenance contribution of Euro 9.50 per BWD. The payback period of a BWD is 6 to 7 years. The total expected production of the windturbine to be built is estimated at 6.5 GWh and the capacity of the windmill will be approximately 3 MW.

This is the first time that a cooperative uses the “postcoderoos” for a windturbine of this size and that makes this project unique. The founder of RenewabLAW, Jan Albert Timmerman, is involved as co-initiator in the realization of this project. From the start of this project in 2014 onwards, Jan Albert has taken care of the legal issues regarding such type of project.
